2013 Measure U Fall Award
APPLICATION PERIOD

The 2013 Measure U Fall award application period opened on Monday, November 11, 2013 and will close on Monday, December 2, 2013 at 5:00 p.m.

The Measure U Applicant Presentations have been scheduled on December 17, 2013 in Suite Z at 8:30 a.m. and if necessary, on January 7, 2014. 

On December 10, 2013 the Measure U Application Commitee aproved by motion the order of applicant presentations.  Please open the Application Grid for the list. 

Funding recommendations for Town Council consideration will be made on January 14, 2014. Town Council will review the recommendations on February 5, 2014.  If approved, staff will contact the successful applicant to begin the contracting process.  This schedule is subject to change. 

Please review the timeline for the complete fall award schedule. All applicants are required to be in attendance and must meet with staff prior to submitting an application.

APPLICANT INFORMATION

Applicants seeking funding for capital or programming projects are required to complete Application #1, while event applicants complete and submit Application #2.  Both of these forms are available in the “Application Downloads” tab (below).  Upon request, staff can provide word documents for completion by the applicant. 


Applicants are asked to review the Measure U Applicant Information document that provides additional information on the application process. If your organization was a recipient of Measure U funds, Town Council requires that each organization demonstrate that they have used the funds appropriately and for the purpose(s) it was awarded. 
As such, a Measure U Performance Report is required to be completed and returned within 90 days after the completion of your project/service/agreement or upon receipt of purchased and used Measure U Equipment. 

This Performance Report has to be completed prior to and submitted with an additional Measure U funding application. The recipient may also wish to present their Performance Report to the Measure U Application Committee as a presentation.

APPLICANT PRESENTATION FORMAT

The Measure U Application Committee will evaluate each application using the Measure U Project Filter and Checklist and score the “Project Filters” from 1 to 5 using the established ratings guideline. If the application fails the project filter stage, it does not continue into the funding process. The Committee is in the process of developing an evaluation form specifically for event applications. 


One Measure U Project Filter and Checklist per application will be created by consensus from the Measure U Application Committee.

REQUIRED APPLICANT MEETING WITH STAFF

All 2013 Measure U fall applicants are required to meet with Staff prior to completing your application. Staff consists of representatives from the Recreation, Public Works, and Community Development Departments including Recreation Commissioners (as necessary). 

Staff would perform technical procedures along with informative review of the application. Please contact Recreation Manager and Public Information Officer, Stuart Brown to schedule a meeting at (760) 934-8989 ext. 210.

MEASURE U ORDINANCE

The Measure U or “Mammoth Lakes Mobility, Recreation and Arts & Culture Utility Users Tax Ordinance” was adopted by the Mammoth Lakes Town Council on March 17, 2010, and approved by the voters of the Town of Mammoth Lakes on June 8, 2010.


The Ordinance states: “On or after July 1, 2011 all proceeds of the tax and imposed hereunder shall be accounted for and paid into a special fund designated for use by the Town of Mammoth Lakes, and used only for the following purposes: Planning, construction, operation, maintenance, programming and administration of facilities and projects for Mobility, Recreation and Arts & Culture.  Such tax proceeds shall not supplant existing funds used for the purposes set forth above.”
