Housing Ordinance and Fee Update
In January 2015, the Town Council directed staff to update the Town's Housing Ordinance (Municipal Code 17.136) and establish housing mitigation fees applicable to all new types of development. Town staff completed this work in July 2015 with the assistance of AECOM Technical Services, Inc. 

Housing Fee Update

Interim Housing Fees - Effective until August 28, 2015
On July 15th, the Town Council adopted temporary reductions in the current housing fees so that developers can take advantage of the lowest housing fees. Please click on the following link for the Staff report

The housing fees listed in the table below (Housing Fees - Effective August 31, 2015) are currently in effect with the exception of the following:

  • Single family homes <2,500s.f. - $0 fee
  • Single family homes >2,500s.f. - $2.68/s.f. above 2,500s.f.
  • Single family additions - $0 fee (this will continue to apply after 8/28/15)
  • New retail and restaurant development within the Specific Plan zones, Commercial zones, and Resort Zone - $0 fee

Housing Fees - Effective August 31, 2015
On July 1st, the Town Council approved the Workforce Housing Fee Nexus Study and adopted a Housing Impact Mitigation Fee Schedule. Most of these fees are currently in effect (see Interim Housing Fees - Effective until August 28, 2015, above); however, all of the following fees will become effective on August 31, 2015.

Town Council, June 17, 2015 - Housing Fee Public Hearing 

The Town Council held a public hearing to consider approval of the Workforce Housing Fee Nexus Study and establishment of a Housing Impact Mitigation Fee Schedule. The Council continued this public hearing to July 1st (please see above).

Staff worked with AECOM and stakeholders to finalize this nexus study and fee recommendations.

Town Council, June 3, 2015 - Ordinance 2nd Reading
The Council conducted the second reading of the housing ordinance update. The Housing Ordinance will be effective on July 3rd.

Town Council Direction

Town Council 3/4/15
The Town Council authorized staff to execute a contract with AECOM Technical Services for the housing ordinance and fee update work, and authorized a general plan amendment to allow the Housing Element to be modified as necessary to reflect the updated housing ordinance.

Town Council Workshop 1/21/15
The Town Council held a workshop on January 21, 2015 to provide direction and feedback regarding the update of housing mitigation requirements and housing fees.
