2015 MLR Interim Funding Cycle
OVERVIEW

On March 4, 2015 Town Council after public discussion, approved the funding recommendations presented by Mammoth Lakes Recreation (MLR), and by Resolution (No. 15-05) allocated Measure U funds for specific purposes as defined in the Measure U Ordinance (No. 10-04).  

As stated in the 2015 MLR “Scope and Instructions” document, the interim funding cycle was limited in scope and amount and served as a stopgap for recreation, mobility, trails, parks, and arts & culture funding. Mammoth Lakes Recreation also determined that marketing was not a legitimate expenditure for this limited-scope funding cycle, therefore, awarded funds cannot be used for this purpose.

The amount of funds distributed to the award recipients will be based on ‘Schedule A’ of Resolution No. 15-05.


DISTRIBUTION PROCESS

A step by step process for the distribution of awarded Measure U funds has been developed to assist recipients. Funding recipients are asked to review the Instructions for Submitting a Funding Allocation and then contact staff to begin the distribution process. 


The distribution process will be structured according to whether the funding recipient is submitting a Special Event Permit or not. A “Special Event” usually requires the coordination of Town Departments due to the use of alcohol, amplified music, on-site cooking, concessions, large temporary structures, the use of public property or the public right-of-way which is owned or controlled by the Town of Mammoth Lakes. Please reference the “Special Event Permit Information Guide” (Form D) for additional information. 

Staff has reviewed each application and Form A (see reference documents) identifies whether a funding recipient is required to submit a Special Event Permit application prior to their event. 

All funded projects will receive a Letter of Agreement from the Town of Mammoth Lakes. Each agreement is customized for each recipient based on the category of award and approved use of funds, so staff request that you prepare a budget identifying the use of funds for your meeting with staff. As stated in the agreement, each recipient will be required to produce a post-project performance report, including the submittal of detailed receipts.
