Design Review (DR) 16-012 & Lot Line Adjustment (LLA) 16-002

37 and 77 Old Mammoth Road

Developers representing the Grocery Outlet supermarket brand are proposing to construct an approximately 18,000 square foot supermarket on 1.37 acres of vacant land located at 37 and 77 Old Mammoth Road in the Downtown Zoning District. The proposed building will be located on the western boundary of the site directly adjacent to Old Mammoth Road with parking located to the sides and rear of the site. The site will have 49 parking spaces available for customers and staff. Access to the site will be from Old Mammoth Road via driveways located on the north and south ends of the site and from the transit stop and sidewalk located adjacent to the site along Old Mammoth Road.

Pursuant to the Municipal Code, the use is classified as a General Retail use and the use is permitted outright in the Downtown (D) zoning district. The project required approval of Major Design Review since it is a new construction project located in a commercial zoning district and a lot line adjustment to merge the two parcels since the proposed building spans both properties.

Appeal Hearing - Town Council - July 19, 2017

An appeal of the Planning and Economic Development Commission's approval of the Grocery Outlet project was filed on June 29, 2017 by Grundman Law on behalf of "Sustainable Mammoth Lakes." The appeal states that the project was approved without adequate environmental review and requests that a complete environmental review of the project be completed, pursuant to the California Environmental Quality Act (CEQA). (Note: The Commission found the project to be categorically exempt from CEQA)

At this meeting, the Town Council voted 4-0, with one councilmember abstaining due to a potential conflict of interest, to deny the appeal and affirm the Planning and Economic Development Commission approval of the project.

Planning and Economic Development Commission Approval - June 14, 2017

At this meeting, the Planning and Economic Development Commission voted 4-0, with one commissioner abstaining due to a potential conflict of interest, to approve the Grocery Outlet project with the following amendment to Condition of Approval #25 (the additional condition of approval text is in bold italics):

  • Prior to issuance of a building permit, the final roof color and the final design of the metal artwork proposed for the north and west elevations shall be subject to review and approval by the Community and Economic Development Manager upon a recommendation of the Planning and Economic Development Commission Design Committee.

Design Committee Review

Design Committee - May 11, 2017

The Grocery Outlet project was brought back to the Design Committee on May 11, 2017. At that meeting, the Design Committee reviewed the design changes to the project and were supportive of moving the project forward to the Planning and Economic Development Commission for consideration with the conditions noted in the draft minutes below. The Design Committee comments are discussed in the minutes from that meeting (see Minutes - Item 2 below).
